My Go2 64 gb has only 28.7 gb. WHY?

I just got my new Go2 64 GB and as I looked through the app, it displays the internal storage only 28gb. I don’t understand why is that! The box was sealed, it says on the box 64gb but on the remote and app it shows 27-28gb. See attached pictures. What is going on?
