Camera wont activate despite clicking Activate in the app.

I purchased an insta360 One R for my helmet cam for motorcycling.

I tried to activate it but my phone does not have 4G on it. It is a PocoF2 Pro but I do not have 4G service, it is connected only via Wifi.

The app wouldnt connect to update the firmware so I downloaded the firmware to the SD card and the camera updated just fine.

This allowed me to finally connect to the app and activate the camera.

But the camera does not activate.

Everytime I activate it, and I leave the app, it goes right back to "Install Insta360 One R App and connect camera to activate."
I cannot get this camera to activate.
